Gaming pc performance issues

I built my pc about a year and a half ago and for a while now I've been experiencing performance issues on pretty much every game and I have no idea what is causing it. Depends on the the game but someitmes my fps will just be way lower than it should be and sometimes it's just random fsp drops. It even happens on games that basically any modern game should run fine like runescape and minecraft. I'm alright with computers and I've done eveything I can think of to test it but no luck. There's nothing in task manager or event viewer that should be causing it and when ever it happens my gpu usage is nowhere near 100%. I'm not sure what to do about it, if anyone could give me some tips on diagnosing the problem , it would be greatly appreciated.

MoBo: Gigabyte GA-H97-Gaming 3
CPU: Intel i5 4690k
GPU: Asus gtx 970 strix
RAM: 8gb DDR3 ripjaws
SSD: Kingston SSDNow V300 Series
HDD: Western Digital Caviar Blue WD10EZEX 1TB
PSU: Corsair CS Series Modular CS650M - 650W 80 PLUS® Gold

I posted a similar thread a while ago but I can't seem to find it again. I can't remember what was said on it but I think someone mentioned something to do with my power supply not being very good, if that's the case some suggetions for a new one would be great too.

Last time I checked they were all fine, I have my gpu fans running at atleast 40% all the time and I have a good noctua cpu fan. I'm not at my pc right now but I can get some numbers later on and post them.

I update drivers when ever I remember to and windows auto updates. I've pretty much had the problems since I built the pc so I cant restore to before the problem either.
 
then how does a 'while ago' work here. Why would you wait a year and a half to fix this....

Because you have waited so long the problem could be number of issues.

I would advice you take the data you want off your pc and do a wipe clean and reinstall your OS then drivers and other software (which you haven't specified)

Surely there must be something I can try before re installing, is there no tests I can run to maybe determine if it's a hardware problem or something like that?

 
It could be anything.

If you have a spare GPU swap it out and see if their is a difference.

Try each stick of RAM on its own to see if any of those are at fault.

If you had a faulty storage device it should of died or been making a noise.

I would still recommend you do a wipe, that will clear software issues off the list.

I finally got time to reinstall windows, I also tried both sticks of ram on their own and I made sure it wasn't the sockets either. But I'm still having the problem. I was playing Terraria with some mates last night and after a few hours my game started lagging to the point where it was unplayable so I checked task manager and my memory usage was at like 95%. I also noticed some inconsistencies between task manager and resource monitor when playing fallout earlier. I have no idea what the problem could be at this point, I've tried everything I know to try. I don't really have enough money at the moment to send it to the shop in case it needs new parts as well so if you have any other ideas I could try that would be great.

I think you must really look into the temps of your system, it sounds like an overheating problem to me if you find after a certain amount of time a problem occurs?
There are some good suggestions as to what to test above and if you think about how a computer works, your problem if it does not lie in a temperature problem, could be in the memory/cache?

If you have up to date drivers, re-installed Windows, I would look at completely resetting the PC, wiping the drives (making sure you create a windows boot USB to clean install the OS to the SSD again) and start from scratch - you can then re-install drivers, have clean drives to see how well they work when they are not full of rubbish. Keep an eye on performance as you install programs/drivers again and see if you see a significant drop in performance (to begin with I would suggest staying with microsoft edge and installing as little junk programs as you can).

Which temps should I be looking at and what are the normal temps?

I have just amended my answer, I missed a few bits in your previous post.

I think 75c for the CPU and GPU should be the max temp you should want to see, but some people say you can see as high as 85 (I think this is too high).

Do you have water cooling or cpu fans? What case do you have? Is it well ventilated? Have a look to see what makes the temperatures spike (if they do) and it could be a good idea to see how hot it is inside of your case (use a digi thermometer for this), you might find you have room for improvement in terms of cooling.

I have a half tower corsair with 2 case fans and a noctua fan on my cpu, I'll monitor the temps next time i'm playing and see what happens

See how this goes, if they are OK then I do suggest doing a full wipe of the PC. Don't worry about losing files, backups are easy to do and external storage can come cheaply - but even so, if you decide to do this, keep as little junk as you can.

I remember another user who had a similar problem (might have been another forum), and he had his monitor plugged into the MB instead of his GPU.
But since your OK with computers as you say, that shouldn't be the case.
What I would suggest, swap GPUs with your mate, and test it for a day, could try RAM as well. Also, your HDD performing well? You're not running low on space? When was the last time you run defragmentation?

HDD is fine, recently reinstalled windows so it has loads of space. Don't know many people in my otwn so I can't swap parts with anyone, and my monitors are defiantly plugged into the gpu. I took a bunch of screenshots of temps and they seem fine to me.

If I had spare parts it would be so much easier to diagnose, I might just have to send it to the shop.
