PC potentially dying PSU and/or dead Mobo

Been having hardware problems recently. I thinking my problem is a Dead motherboard and possibly power supply.

Specs :

CPU - Intel i3 2120
Mobo - Asus P8Z68-V Gen3
RAM - Crucial Ballistic Low profile 2x4Gb 1600mhz
GPU - XFX 6870
PSU - Corsair Tx750W

Around 4.5 - 5yrs old

Problem :

When running heavy loads ( in this case fallout 4 ) my pc would completely shutdown with no warning and power back up a few seconds later. There was 1 time it would get stuck in a boot and restart loop until I hit the restart bottom.

Initially I thought it was power failure or overheating. CPU temps were around 50-60 degrees and GPU temps around 80 degrees playing games. Thinking it was then psu was overheating I cleaned it out with a compressed air can. The problem still persisted.

I had a look at the voltages in the bios. They were about 1% out I.e 12.096V was being drawn from the 12V rail. Using Hwinfo ( Sensor monitoring software ) the voltages stayed around the same with some 1% drops. Not sure how accurate these are as I've read the only sure way is to use a voltmeter but I don't have the means available.

However during checking the voltage under load I had a power cut. Now when I boot the machine it doesn't post and the VGA red light on the motherboard stays lit. Normally this signifies a problem with the GPU. However the same thing happens if I remove the GPU and all other PCI cards.

I removed everything and began to work through each component. With just the CPU I get the correct error code for no ram. With RAM (Ive tried 2 different sets) the VGA lights up. After this I tried clearing the CMOS by shorting the jumper and then removing the battery for 1 hr. Neither worked.

Power cuts are quiet frequent here. Around once a month as we use pay as you go electric and goes dead before refilled most of the time. I feel stupid now for not considering a surge protector.

At this point I'm asking to see if someone could think of something I've missed or to confirm it is the mobo or psu or both.
