Don't expect anything higher than 60fps (not to say you won't get anything higher in some games). And "steam games" doesn't tell me what games you are trying to play. Steam is an online digital download store for pc games. It doesn't designate the hardware required to play games.

And like I said. I would personally have more ram than that but it will do for now. You need a better CPU.
And seeing as how you are using a Pentium Dual Core you are running on an LGA775 socket so your upgrade options will be limited but you can get this processor and have a better (not the best) gaming experience.

Intel Core 2 Quad:

Otherwise you would need to get a newer motherboard to support a newer CPU and with that you would need to buy all new RAM because you are using DDR2 memory and if you got something newer you would need to use DDR3 memory.
So to keep in mind that you may have a tight budget the CPU upgrade I linked to you above should get you some better performance

The thing is I get 80-90 fps some low - medium - high settings on Counter-Strike: Global Offensive. It's funny you're saying I won't get more than 60+...I think upgrading my RAM and get a SSD will help quite a bit to improve my PC and FPS in general, what do you think? I know I need to get a new CPU etc but for now I will upgrade my RAM and get a SSD.
