I would prefer the 200$ less 1060 because then it would still be 100$ less with the i7 I plan on gaming and may video edit/ stream

If you will only be gaming on 1080p@60Hz then a 1060 is more than enough for your needs, you can then upgrade later if you get a 1440p or 4K monitor or a VR headset in the future ...

and just get the 6600K as it can easily overclock to 4.5Ghz or 4.6Ghz with minimal effort and a cheap air cooler that is given that you have a Z170 series motherboard .. if you don't have a Z motherboard then you only need a 6600 (without K)

For your needs i'd say the 6600(k) with a 1060, why you might ask? Because you are only going to use a single 1080p monitor. It would be a waste to get anything higher than a 1060 in my opinion

The 1060 is a beast of a card though, you should not forget that it performs about equal with a GTX980.

Depending on your needs and usage patterns

If you game more than you video edit then a 6600K + a GTX 1070 is the best way to spend your budget

If you video edit more and you are a casual gamer then a 6700 + 1060

If you only game on 1080p then you do not need a 1070 ... 1060 will be plenty for 1080p

If you game on 1440p or 4K or have a 100+hz 1080p monitor then a 1070 is a must ...

Also if you are the type of person who likes having everything maxed out on Ultra and use high Anti-aliasing then a 1070 will be better ..

If you plan to buy a VR headset in the future then a 1070 is better

So 1070 + 6600K for 1080p 100+Hz, 2K, 4K and VR

1060 + 6700 for casual 1080p gaming and high performance video editing ..
