Can you set-up a 'LAN' over the internet?

Is it possible to allow someone on another LAN to join your own across the internet? I understood that that's what a VPN is, but it seems the term's been claimed by people looking to browse privately...I can't find much mention of it, even though it seems like a vital networking tool to me.
I've heard that there are routers that will work as a VPN server, but is that what I need?
My intention is to play games over LAN with someone in Wales (I'm in England).
