I've decided i want to do an upgrade on my PC, but not sure whether to upgrade the CPU or the GPU which is an MSI R9 290. I feel like i should be getting better performance out of the games i play, but i don't get that good of performance on high or medium settings, averaging around 45 or even less on some of the newer games for example BF1 beta, Fallout 4, GTA 5. ETC.. So wondering should i upgrade my CPU to intel and go for the top of the range I5's or Just upgrade my GPU to a 1070 or 970. I am only running the games at 1080p and when i try to run at ultra the frame rate suffers quite substantial. If anyone could help on which upgrade i should get that would be great thanks! :)

Specs are
CPU: AMD FX8320 Black Edition 8 Core OC'D @ 4Ghz
MOBO: Asus M5A97 R2.0 Motherboard
GPU: MSI AMD R9 290 GAMING TWIN FROZR IV 4GB
RAM: Kingston Technology HyperX 8GB 1600MHz
HDD: 1TB HDD Seagate Barracuda
SSD: Samsung 240GB 840 SATA 6Gb/s
PSU: Corsair CX750w

Well you listed 3 CPU dependent games, so a processor upgrade would he helpful.
While these types of upgrades do not provide a huge FPS boost out the gate, they do help to remove suttering, increase minimum framerates, and speed up the system as a whole. Most importantly, they allow for much better GPUs later.

To be honest probably depends on the games i play, most of which are probably more cpu dependant than gpu, but maybe going with intel might be a better path choice and then go for a better graphics card later on down the line. Just all depends honestly

I would use software to monitor the CPU and GPU usage. If your GPU is not being fully utilised, but your CPU is, then you should upgrade your CPU. Likewise if you GPU is being fully utilised, but your CPU isn't, then you should upgrade your GPU.

However, in saying that, an FX 8320 has the Single Core performance of a Sandy Bridge i5, and games love high single core performance. A 6600K would be a perfect upgrade for an R9 290.
