Any good low profile CPU cooler?

I have a mini-itx rig and the board is a Gigabyte Z87N-WIFI. The problem with it is that the PCIx16 slot is way too close to the CPU and there is no way to install any other than intel's stock cooler dimentions without blocking the GPU slot. I have a Hyper 212 Evo and there is no way to fit it in at the same time with a gfx. Intel's stock cooer is horrible. The CPU is running at 40 to 50 degrees Celcius while idle and if i start a task the fan sounds like it is about to take flight. I'm not into passive cooling... I would like something at $30 price range max. Thanks in advance.

Well its not 30 bucks but the Noctua NH-L9i is probably the best low profile cooler, it will definitely fit (see features here: http://noctua.at/en/nh-l9i ), and it works well and is ultra quiet. It won't be a huge amount better than the stock intel, for that you need a tower cooler.
