If you are using software it is probably just reading it wrong, or are you using a multimeter?

i was using occt for the readings
when i go into the bios its under the 12v
Yeah I think it is fine, if you were getting those readings and they were true I don't even think you'd be reading them from the PC as it would be fried to kingdom come! The Cooler Master Silent Pro's arn't the best PSU made but it shouldn't be that bad. Also from personal experience the BIOS readings seem to be more accurate.
