Yup, you can do that during the fresh installation of your OS via the Windows installation media (USB/DVD). Here's an example on how to do it with
Windows 7: http://www.sevenforums.com/tutorials/1649-clean-install-windows-7-a.html. Don't worry it's practically the same for the newer versions, you just have to click on custom (advanced) when asked what type of installation you want and there you'll be able to click on drive options. In that menu you'll be able to repartition and/or reformat the HDD.
