THIS.
You need to use a program like IMGBURN for the DVD, or Rufus if using the USB thumb drive to properly extract the ISO into a bootable state.
NEXT, you need to make sure it's actually the thing being booted. You need to go into the BIOS and select the DVD drive or USB (may need to be inserted already) as the FIRST boot device. With your HDD or SSD blank it should go to the NEXT device in the BOOT list, but you still need your device on the list in the first place.
(You may have a "quick" boot option which allows you to point to the device to boot for that time only)
Just FYI, there seems to be an issue with Linux Mint and other distros failing to boot properly after installing and running. I install it, then I guess something updates and then when I try to boot I get a black screen with flashing cursor (same thing happens to some people with Ubuntu and SteamOS and others).
Is it a video driver issue? I can't find out.
Also, I have an NVidia card and got screen tearing due to a lack of VSYNC. I could not get it enabled. It worked fine on an old PC with an Intel iGPU though. Sigh.
