Currently I am using ADATA XPG V3 DDR3 2133NHz (PC3 17000) 8GB (4GBx2) Memory Modules, Red (AX3U2133W4G10-DBV-RG) on my pc. I am using the slots 2 and 4. I have slots 1 and 3 still open. I was wondering if i can get the exact same RAM and put it in the 1 and 3 slots and run my pc without any problems. If i did that would it mean i have 16gb of RAM in my computer?

PC Specs -- Motherboard: Gigabyte 970A-DS3P, CPU: AMD FX 8350 8 cores 4.0ghz, GPU: AMD R7 370 4gb.

Even if the ram is the same model there is still a chance of problems. The only way to guarantee them playing nice together is to buy a matched set. Also the memory controller on the FXs is a little weak so using all 4 slots may require voltage, speed and timing tweaks to get it to run in a stable manner. Given the current price of ram I personally would just get a 2x8Gb kit such as this

The cheapest I can current find the 8Gb kit you mentioned is $54

So $10 more to avoid a possible headache. A plus would be you have a known good set you can keep or sell to offset the cost.
