The monitor is actually the LG 27MP48HQ-P 27-Inch IPS Monitor with Screen Split ($130.14 @ Amazon) pcpartpicker didn't have that monitor on its list. These are the exact parts I purchased except the monitor.
Also, I didn't go by pcpartpicker in terms of online stores. All my parts were purchased on Amazon.
Please leave your comments on this build bellow. I am so excited, I'm about to burst.

Edit: The PSU was changed to the EVGA SuperNOVA B2 750W from the B1/BQ Version https://www.amazon.com/gp/product/B00KFAFRW6/ref=oh_aui_detailpage_o01_s00?ie=UTF8&psc=1

Solution
Have you tried another monitor? Possibly when the driver installs it defaults to a resolution or setting the monitor, or cable doesn't like.

Ok, after being on the phone with Amazon since your last post I was able to cancel the BQ version and order the B2 version and also get the $21.99 Saturday shipping cost waved also so I will still be able to get everything on Saturday.

Thanks for helping me dodge a bullet.

Will it still be safe even if I OC the cpu to 4.4-4.5Ghz?

That's why I got that motherboard. It wasn't that much more expensive than the non-X version and the top 2 PCIE X16 slots share bandwidth so if I have 2 GPU's they will both run at x8 which is negligible from x16 at the current moment. The CPU cooler I got isn't The Noctua NH-D15, it is the Noctua NH-D15S. Same cooler, but shifted so it won't kiss my GPU's backplate, and it only comes with 1 fan instead of 2, but I can always get a second fan in the future.

This sucks guys. Everything works perfectly except the display drivers for the graphics card. GPU works until I install GeForce driver 372.70. Once my drivers are partially installed my monitor loses signal so I have to go into safe mode and roll display drivers back to the driver microsoft provides after a fresh install of windows.

At first it was plugged into the GPU with HDMI but when I install latest Nvidia drivers I lose signal to my monitor so I have to plug in the motherboard vga, delete display drivers, and then I can plug back into the GPU

No this is different. Once Drivers are installed I lose signal through the GPU until the drivers are deleted or rolled back then I can plug HDMI back into the GPU. When latest drivers are installed the only thing I see when I restart is the BIOS splash screen. Once windows starts to load in I lose signal to the monitor. Has to be a driver issue because I have bought 2 GTX 1070's so far with the same results from both. The 2 GPU's I have used are the Zotac Amp Edition and the GTX 1070 that Nvidia released. Thought it was the GPU at first so I started the process of returning the Zotac then I ordered the G1 gaming 1070, and for test reasons I went to my local computer store and bought the Nvidia release 1070 which I will be returning once I get the G1 gaming 1070 on the 15th.

Yeah, I tried to use the driver that came in the Zotac CD which was 368.??. The latest drivers for Nvidia is 372.70. Went to their site to see if they had older drivers for me to try and the oldest ones they have are in the 368 series of drivers.

Generic Microsoft Drivers, Nvidia 368.??, and Nvidia 372.70. those are the only ones. I have some Level 2 Nvidia techs looking into this for me right now, had to send them a bunch of information about my system including my msinfo32.nfo file. I really want to get this figured out though. Spent a butt ton of money on this system and I can't even play my games on it.

I wish AMD had a gtx 1070 equivalent but on the GPU Hierarchy chart the only one that comes close is the R9 295x2 and they are all sold out on newegg and also last time I seen them in stock they were the same price as a Titan.

I already did that after my 3rd fresh install of windows. I installed windows and the first thing I did once I was on the desktop was pop the Gigabyte cd and installed all the drivers off of that and the chipset driver was part of them. Second thing I did was pop the Zotac cd in and installed the display drivers from that and that resulted in a loss of signal.
