No icons on desktop, no task bar, no task manager

Hi, my girlfriend is having an issue with her PC. It was working perfectly fine before I sent it to her but this problem came up out of no where. It had a fresh reformat so it doesn't have a virus or anything, I'm just clueless at this point whats going on. Anyway..

When she turns on the PC it boots up fine and goes to the desktop but there is no desktop icons, no task bar, and she can't go into task manager. However when she goes into safe mode everything is fine. The task bar etc is there. Anyone have an idea whats causing this or know a way to fix it? Any help would be appreciated.

Can you ask her to click the Power off icon and see if log out is an option? If it does, that shows there is at least one other account so log out and see if the option to log into that account shows up.

Hopefully, it will be the System Adminiistrator and logging in there wll start to make some progress.
It seems the Normal Mode can't load her Profile properly while Safe Mode can.

Ask her to load Safe Mode and go into Control Panel>User Accounts and click on "Manage another account". Then click "Create a new account" and do just that. Any name will do and don't bother with a password.

She can restart the machine and log into that account, it proves the error is in her Profile so post back with her results. With luck, a Registy tweak wll fix it.
 
You couldn't do it or you did it and it made no difference?

Go into c:\windows\system32 and scroll down to cmd.exe and right click it then choose RunAs Administrator.

At the prompt in the Command form that shows up, type
net user Administrator /active:yes
then hit Enter.

Type exit to close the form then restart the machine. Does the System Administator account login option appear?

There actually is no option at all to choose the account when booting it up (thats what she says anyway). When she gets on the desktop she can rightclick the desktop and see all the normal options such as personalize etc. But yes, she already tried making another account and it didn't work.
