It really deppends on which games you'll be playing.
But as things goes, the GPU counts more than the CPU while gaming.

So IMO i'd go with the 1060 combo as it is considerably faster/newer than the 970.

But, if the If the RX 480 is cheaper than the 1060 and with that extra money you can get a better CPU, i'd go with this one. Since the change from the i5 to the i3 is a quite one.

I'm kidding, you're in a tough spot. Most new games require quad physical cores to be present on the systme in order for the performance to be adequate - you'd think I'm gonna say "go pick nº1", but the problem is that 3.5GB VRAM GPU that comes with it. If you really can't go with the i5 and the GTX1060, maybe you can go with the i5 plus iGPU for a while and then get the GTX 1060. I'd usually go with a better CPU since GPUs are a more common upgrade and Intel doesn't particularly have a good reputation for keeping older chips available (not to talk about motherboards - 1366 mobos properly priced, anyone? Nope.)
The thing is DirectX 12 moves quite a bit of workload off the CPU to the GPU, so in DirectX 12 games you'd be better off with a better GPU.

AMD hasn't got anything to compete against a GTX 1060 right now, but the RX480 is the closest you can get to the GTX 1060. If that fits your budget, you're in for a great card that has a longer lifespan than nVidia's GPU. (because the duck their drivers up on purpose so that people buy newer cards more frequently...)
