As a fresh install you'll need to re partition and reformat the current HDD to clear it of all the existing data but AFAIK Dell use a special recovery partition on that drive and don't supply install/recovery discs, so once you've repartitioned and reformatted there's no chance of going back to the original Vista OS.

Before you make the purchase, pop over to the Dell support site and download any available updated drivers for your system-the motherboard .inf drivers are particularly important here-and put them onto a USB flash drive. The same goes for any graphics card, soundcard or internet port drivers you may need later, download them and save...

Yes, although that eBay listing seems fishy and I wouldn't recommend buying from there.

The way:
Insert the Windows install disc and restart.
During the restart, hold the required key and get into the BIOS.
Change the boot order so the DVD drive is first boot device, then use the 'save changes and restart' option.
The system should now restart off the install disc.
You'll get options as to which partition/disc to install to, first delete all the available partitions on the C: drive then create and format one, single partition.
Install to that partition.
Once Windows is onboard install: Motherboard .inf drivers, restart.
Install video drivers, restart and set the screen as you want.
Install the sound drivers, restart.
Install the motherboard internet device drivers and restart (yet again!).
Should be done, but allow a little time for Windows to activate and be aware it may take several days to finish updating.
