I'm looking to build a desktop (it will be my first time and I am really debating between the 1070 against the 970 GTX cards and from what I've been doing and researching the 1070 would actually overkill a 1080 right now.

My budget is £1000 and I would like to at least get a desktpp that can run above 30fps and maintain around 60 (since monitors I'm looking at alongside building the desktop only have 60hz). Also unsure i f the 6600 is actually a good deal or if I should just keep to a 6500 just to save some money as I won't want to over clock it. I don't even mind lowering my graphics settings (when the times comes) even if I had to play on low after 3 years. Just would like something to have and use for the next few years.

I have three builds below (some of them excceeding my budget) builds I've seen on PC picker includes;

Totally missed my point. I'm saying it's sufficient now, but you implied by what you said that you wanted it to be so for the next few years. Games always get more demanding as tech advances.

Some games are already near being limited to 60 FPS on a 1070 at 1080p. What do you think it will be like in a couple years? Better? No, worse.

Hardware never stays ahead of software for long. If it did, it would be the end of the hardware industry, because no one would have to upgrade.

You're not thinking about this like a person that wants max settings on all games for 3 years. In 2 years...

Define "overkill"? If you want to be able to play any game at max settings and get a stable 60 FPS, it's not overkill to get a card that overshoots that by quite a margin on most games.

There are always hardware demanding games where you're only going to get about 10 FPS over 60, and in 3 years, or even 2 years time, there could be some where you can't even manage 60.

Take a look at the 1080p results for Crysis 3, AC Syndicate, and Hitman on this 1070 gaming performance review. Then imagine what games will be like in a couple years, after Sony and MS release their 4-6 TFLOP consoles at the end of next year.

I game at 1080p and bought a 1080gtx. I want min fps to never dip below 60fps on my 1080p monitor. That will definitely happen in 2 years @ 1080p. Glad I went with a 1080gtx.

1070 is a good choice, you really shouldn't think much about it. It's a beast for 1080p gaming. Could it been worth you a while? 3 years? Sure thing!
Games will become demanding in the future, but don't worry if you plan on sticking with 1080p gaming on high/max settings, you will be fine. Only thing that probably will need a replacement is your cpu, it might bottleneck a little.
