Says it all in the title. My friend cant go over $250, since its all he has. (He is 12 y/o). Maybe a APU that can be overclocked and 8gb of RAM. 500gb HDD and good overclocking MOBO. Thanks!
Combo power supplies are never very good and I certainly would not attempt any type of over clock using one. Operating system required or not, I still say the budget is too low. At best a refurbished system like this HP Pavilion 550-A114 would give some very modest gaming capabilities and include some resemblance of a warranty.
250 is too low to do any real overclocking, 8 gigs of ram is out of the picture as well, this is the best build I could come up with for that kind of money he would also have to make due with linux because windows is too expenisve:

For example, my brother got a used dell optiplex with an i5 2500 for ~$120 then just bought a 750ti and a new power supply to put in it, the whole thing cost him about $270 and is miles better than this build.

Would this be good? And by overclocking I mean about 0.2 - 0.3 ghz more. I put in a CPU cooler since stock amd cpu cooler stinks, extra fan for front of the case, got a case/psu combo. Is this good?

Alright then overclocking is out of the question. He just needs a PC and a refurbished one is not something he likes. Would this APU be strong to handle basic tasks and games like Minecraft and such?
