Will these parts all work together, thanks in advance
Cpu- Intel Core i5 6400
Motherboard- ASRock Fatal1ty Z170 Gaming K4 Motherboard
Ram- Corsair Vengeance LPX CMK8GX4M2A2133C13 8GB (2x4GB) DDR4
SSD- Samsung 850 EVO 250GB SSD
Power Supply- EVGA SuperNOVA G2 Gold 650W Power Supply
Case- Corsair Carbide SPEC-03 Mid Tower Gaming Case
Graphics Card- XFX Radeon RX 470 RS Black Edition 4GB

I see no change? there's still a Z170 board + a i5-6400 (=locked)
so either upgrade to an i5-6600k if you wish to overclock or go with a B150/H170 board.
personally I like the Gigabyte Sniper B7 as it comes with high quality components
with the money you save you can get a GTX1060 6GB or an RX480 8GB

furthermore 650W is pretty much overkill. 550W is more than enough, even 450W would be okay when going with the 6400
