Windows 8 external gfx support via PCI for Radeon HD series

Hi folks. So I have googled around a bit and haven't found a definitive answer to this question.

THE CONTEXT:
An acquaintance of mine gave me a kit he had been using to connect his Lenovo ThinkPad T410 to an external graphics card through it's PCI slot.
(He's kind of busy and lives far away, so I haven't been able to ask him questions about this. )

I managed to get to detect the external card I am using under Windows 7, but had to upgrade to Windows 8 because Reasons*.

Now, although the power supply and cables and PCI slot all seem fine, I can't seem to detect the card in the Device Manager.

THE QUESTION:
I don't think it is an issue with the PCI slot, could it be the card? (Also rather obsolete, an AMD Radeon HD 6870.)

I'd love to keep this working.



*(Because the coder no longer supports Windows 7 so my project won't build if I keep using it; I make computer art projects in a custom-made tool a small group of people are using)
