Computer won't boot up after power outage

Hi all, so I just had a power outage while my PC was on. It came back on after about 2 minutes.

It now won't boot up. I can't figure out if it has busted the PSU or the motherboard. It can tell there is power going to it as the motherboard/GFX card/connected USB devices have their LEDs on while connected to power (they always do, even if the PC is shutdown) so there is some power coming from the PSU.

When I try to turn it on, the On LED appears very briefly (half a second), the case and CPU fans starts spinning up and then it turns off again.

Any ideas?

OK, so I replaced the PSU and CMOS battery and it's still happening. Short burst from the fans, LED comes on for a split second and turns off.

Bad motherboard? How can a surge damage the motherboard but not the PSU, also while plugged into a surge protector?
