Ethernet doesn't have Internet access because of Router?

So I'm not going to post any information about my specifications because I think I know what the problem maybe but I need a second opinion here.

I was sleeping one day when it was storming and the thunder took out all our power and blew my speakers out. I also turned the computer back on later to find out my wired connection no longer worked.

I tried disabling all over network connections, I tried flushing Dns, I've tried disabling ipv6, I've tried manually putting in my ip, I've reinstalled drivers, I used another Ethernet cable, I reset my winsock, I even upgraded to windows 10 and bought a new pci ethernet adapter to test it out and nothing worked.

I'm starting to think the back ports on the router are fried but some of them actually show connectivity when plugged in and I still can't get internet access.

How is it possible to be connected and working but no internet access if the router ports are fried some how and how do I check? Also how do you get a new router with this sort of problem.
My router is a AT&T U-Verse Gateway 2Wire 3801HGV Wireless Modem Router.
