Im about to build a very very super budget pc (max budget 300$), and was wondering if i should go for the AMD 5350 quad core, or the celeron g3900. The celeron has a upgrade path where i could get a i3 later, but lacks the 2 extra cores the 5350 has. Some games straight up require 4 cores now, so thats one big thing why i would go for the 5350, but the celeron has a great upgrade path where i could get a i3 for christmas.

I would take the Celeron in this case. The AM1 platform has absolutely no upgrade path, the Athlon 5350 is the best CPU available for it. The AM1 platform also has a huge number of other limitations regarding connectivity which could come back to bite you later when it comes to upgrades.

Performance wise, the Celeron is likely to also perform better, the Athlon 5350 uses AMD's 'cat' architecture, which is much slower than Piledriver found on the FX CPUs or Steamroller or Excavator found on the APUs on FM2+. AM1 is designed for low power HTPC use or as a basic web browsing or office PC only, it doesn't have the grunt to do gaming all that great. It can work in a pinch if you get a decent graphics card, but you would be heavily CPU...

I'd say get the Celeron and move up to an i3 when money allows.

Get the Celeron. The AM1 chip may have 4 cores, but they don't have nearly enough oomph to do anything much more than basic office/HTPC work. The Celeron at least uses 2 reasonably powerful cores that would perform... acceptably, in less demanding games, and offer you the option to upgrade to something more powerful such as an i3 or i5 later.

Any game that requires 4 cores would likely be unplayable with both CPUs anyway.
