RAM standby memory isn't being released

Is my RAM dead or malfunctioning?
After a little while of using my computer my standby RAM memory goes up to 10GB (I have 16GB total with around 3GB being used) and I have downloaded RAMMAP and in the processes list it doesn't say any of the processes have more than 2MB of standby RAM at the moment yet 10GB of my total 16GB is on standby and thus games like WoW stutter a lot but it says that only 37% of my memory is being used and 100% of my HDD is being used. This has only started happening in the past 2 days and before that everything was fine and it ran smoothly. When I start up my computer I have very little standby memory but just over the course of a couple of hours it reaches 10GB of standby RAM again.

EDIT: I've just restarted my PC and I've opened RAMMAP and my resource monitor and I'm just watching the standby memory slowly increase from 566MB in standby when first booted to 5GB over the course of about 5 minutes. I have no programs open other than RAMMAP and the resource monitor.

1| Can you please pass on your full system' specs inclusive of your OS?
2| Have you made sure your BIOS is up to date?
3| You seem to be on Windows 10, if so, please try a repair install and if that doesn't work, please reinstall your OS.
4| You could also try and reseat your rams in your system.
