Chrome causing high CPU usage while watching videos.

So i have this problem for a long time but i never really did anything about it until today.When i watch a video on youtube with chrome 720p 60fps my CPU usage goes up to 98% and then after 4-5 seconds it drops to like 60-70% but the video is not smooth and there are some video spikes so its really annoying.Tried microsoft edge on the same video 720p 60fps and the CPU usage went max 17% then i saw it on 1080p 60fps and max was 25%.So obviously there is something wrong with chrome.I checked the tool section on chrome and the task manager showed that the only thing using CPU was the video so at this point i dont really know what to do.

I have tried many solutions but none of them worked.These are the sollutions i tried.

My pc is formated so unistall and install chrome wont work.
Disable "Use a prediction service to load pages more quickly"
Disable "Use hardware accerelation when available"
Tweaked some settings on chrome://flags
Disable/Deleted all plug-ins i had.


So i would appriciate if any of you guys have an tips cause i really want to stay on chrome.I dont want to swap on mozilla or Edge.Thanks in advanced!

Newer CPU have instruction sets, ect. built in for modern video codecs among other things. Being that your CPU is 2007 model, it's likely showing its age. I see general sluggishness in modern webpages, ect. when working on C2D C2Q based systems when fixing them for clients.
