Okay one more help
There is any problem in running in running GPU fan in 90% +?
i made graph based on GPU heat, @ 60c it plotted as 90% of fan speed it is like 4000+ RPM.
WIll it effect fan life span by a lot?

Its fine. 60c is a safe tempreature. The GT 710 can bear temperatures up to 90c. It may reduce the life span bit but its fine. This card is not meant for gaming though, consider an upgrade.
