I have an Asus Dual OC GTX 1060 3GB (+140 core and +600 memory) and it keeps down clocking itself during the Unigine Valley Bemchmark. During the first 30 seconds or so it stays at 2100 MHz at 55c. Then after that, it drops to 2088 MHz at 65c. Finally, it drops to 2063 MHz during the end at 75c. My power target is at 116% and my temp target is at 92c. Fans are on auto.

Specs:
-i5 4590
-Asus Dual OC GTX 1060
-H81-m
-1TB
-8GB RAM
-CX600m

Solution
Completely normal behavior from what I've seen myself and reviews. Even though your power and temp targets are set high for OC, these cards will all start to drop clocks after climbing over 60C. Nothing you can do about it besides keeping temp below that level. I don't see this happen w/ my watercooled 970s as their boost stays constant, but they never go over 45C.
