Power Supply Problem?

So basically i just realized today i have a 550w power supply and i have a XFX r9 280x ( http://www.newegg.com/Product/Product.aspx?Item=N82E16814150678&cm_re=xfx_r9_280x-_-14-150-678-_-Product ) and from what im seeing it says it need at least 750w and i only have 550w and this computer has been going for 2 years now and i came across this since i wanted to get a gtx 1070. I have had issues and could this be whats causing it? I have resolved this issue by down clocking my pc to 640Hz Gpu Clock and my memory clock is at 1000 Hz. So does anone know if this is the problem?

Those lines are not caused by your PSU. 550w is enough provided the PSU a good quality unit. What brand and model do you have?

The red lines are most likely caused by a faulty or not properly seated VGA cable. Are you using a VGA cable to connect to your monitor?
