Graphics card may not be installed correctly

I just put in my gtx 1060, when I turn on my pc, and connect it to the monitor, the pc LEDS light up, the fans are spinning, but my monitor doesn't detect anything. When I checked my graphics cards, i see that the 2 fans aren't spinning at all. does this mean it's not working? if it isn't, then how do i fix it?
 
Solution
Be sure all cables are connected properly and you have your monitor set to receive the proper connection. Don't worry about the fans, they don't spin until the card heats up past 60C. Do you have an adequate power supply with the proper PCI-Express cable connected?
