*FIXED* Internet dropping every few seconds with ethernet

I just moved into a new apartment for the school year and now my internet drops every few seconds. I basically can't do anything online at this point. My internet always worked at home but ever since I moved here a couple weeks ago it doesn't. I've tried fixing it by:
Updating drivers
Disabling firewall
Disabling Windows' option to "automatically turn this off if it's using too much power"
Running Command Prompt and typing "netsh winsock reset..." etc.
Turning it off and on again

I've got a custom build:
Windows 10
Motherboard: MSI 970A-G43
Memory: 8G
CPU: AMD FX-8350

PLEASE PLEASE PLEASE help!

*FIXED* It was my antivirus program. I don't know how or why it was blocking me, but after starting my computer in Safe Mode (with Networking) I was able to pinpoint the problem. I WAS using Avast, but I'm sticking with the basic Windows Defender now.
