Unstable frame rate caused by cpu?

Specs

Corsair 750 psu
Corsair h60 cooler
8 gigs Radeon RAM
Sandisk SSD
Crosshair V Formula Z mobo
9590 eight core 4.7 ghz cpu
Evga 1070 Ftw

I just wanna know if my CPU is bottle necking because i have 4 cores saying its max usage so far has been above 80 percent when im playing a game

Ive bought 3 graphics cards, 2 cpu and 2 motherboards so far to try and fix whatever in the world is wrong with this thing.

All i want to do is get a stable frame rate when im playing my games but it cant seem to do that. Its constantly stutering and locks up for a couple seconds, like its trying to buffer the game or something.
The computer itself is really fast, except when i wanna play one of my games. Which is why I even built it in the first place.

I've uninstalled the graphics drivers and reinstalled them numerous times because i thought maybe i did something wrong but it doesnt help. I overclocked some, turned off power management, I even reinstalled my OS. None of that helped.
And i dont even wanna tell you how much I've spent on hardware over the year to try and fix my issue.

So if anyone can lend a helping hand and help me figure what is going with this thing i would greatly and sincerely appreciate it.

I have a fx 8350 cpu and it did the same thing the 9590 is doing. When i swapped it out and put in the 9590, It feels like there isnt even any performance improvement in my frame rates.

I have dell monitor that only goes up to 1680×1050 at 60 htz.
Im trying to play Arc, subnautica, fallout 4, elite dangerous and the one that plays the worst is farming simulator 2015. They all play but the lock ups and freezing when the frames dip is whats making them unplayable.
