Looking for a new CPU for emulators and browsing my parts are an
Intel core 2 duo E6300 1.86ghz
2gb single channel DDR2 265MHz Micro star international ms7318 socket 775
1024 ATI AMD Radon HD 4350
300w psu
Am new to PC building is this worth spending a little cash on or better off changing everything on a tight budget so buying second hand parts.

Running n64 haven't tired ps1 but a know a will be pushed for ps2 Dreamcast and GameCube ma system runs on xp which is a problem cause a can't use my ps4 controller on it . Would upgrading the CPU plus more ram make much of a difference

It was all going tae be used parts from eBay was hoping for 50 but the CPU a seen was £15 Intel core i3 550 but that meant a new motherboard which was about 30 plus still needed new ram for it so let's say about 60 to 70 that would of set me back plus not sure about ma GPU if that's any use to a new system since it's old just not sure what to do.

It appears that your motherboard does not support the Q6600
The best bet would to grab a new machine.
Here is one that I put together in PcPartPicker for under $400. You can find some parts cheaper second hand but this will give a list. Also it could be a decent machine later in the future if you add more ram. It also has the ability to upgrade CPUs to a more powerful i5 or i7 if you ever need to. It has windows 10 so it will have the latest features and you can connect controllers
4gb of ram
120gb ssd for fast boot times and emulator start times
hd 6450 a decent gpu for under $40

Thank you for the list I have saved it one last thing could you recommend a CPU for my system I have the now plus ram so a can update the OS the now runs great on xp but need something a little more up to date
