i tried every thing from disabling services and disabling startup programs , low end patches and every single youtube tutorial to run the game smoothly

That game is from 2010 and lists a Pentium 4 as a requirement. I suggest you set the laptop back to factory defaults, make sure your BIOS and drivers are up-dated and then try the game again. Make sure your files are backed up since you'll have to load everything back onto the laptop after the restore. Repair can take a long time, wait. You can't run any game well due to your laptop being weak... even when it was new. Which, based on the fact that you have a first gen i3 in the machine, it's seen it's share of usage. Your Intel HD graphics and your CPU are likely holding you back, but I would point more towards your Intel graphics.

i dont get it so what should i do now , by the way my laptop can run cs go and nfsu2 pretty well but how the hell isnt it running a game that needs 2 gb of ram while i have 4gb ?!!

I suspect that i disabled something that effects the game changes when i was disabling windows services and im doing a startup repair to see if it will solve the problem , and if that didnt work ill enable all services again to see what went wrong . Any tips ? Startup repair is taking wayy to long and it has restarted over 3 times now

To be honest, you're probably not going to get your computer to run the game no matter what you do. Your computer simply lacks the horsepower to run most games.
