Hello everyone I am looking to upgrade my graphics card though I would like some feedback on my selection and some questions about graphics and performance.

I have got the MSI Radeon R9 280 3GB TWIN FROZR - https://uk.pcpartpicker.com/product/DCfp99/msi-video-card-r9280gaming3g

And I am looking to upgrade to the GTX 1060, though I would like to know what brand to get. Another thing I am wanting to know is will the graphics be better? For example playing Fallout in the highest settings on my current card compared to a 1060, will they look a better?

Thanks and appreciate the help! :)

The brand you get is really up to you. If you're happy with your current MSI product, get an MSI brand 1060. I personally like ASUS as I think their parts are higher quality, plus at least for the 1080 they have the highest clock speeds (not sure about 1060, but still most likely the same).

MSI and ASUS are your better brand for GPUs, but Gigabyte is also not a bad option.

As for graphics, they won't "look better" if you're already on the highest settings. Graphics can only look as good as they're made to look. If you're not playing on the highest settings, the 1060 will allow you more wiggle room. Though keep in mind that Fallout 4 isn't optimized the greatest. I have a 1080 and it still struggles in city areas on 1080p resolution...

Its a pretty good card http://gpu.userbenchmark.com/Compare/Nvidia-GTX-1060-vs-AMD-R9-280/3639vs2241. I can play fallout 4 with my card 390x (i7 3820 @ 4.625Ghz) on ultra (with a shadow mod) with only some fps dips on the city. The 1060 is about the same speed as my card. Msi would be a good choice for the gtx 1060. Also, I think I know what you mean, if I play play fallout 4 maxed out with a 280 will it be better then the 1060? No, there will be no difference expect in FPS and frametimes. The game will look the same graphically.
