Gaming PC, is underperforming. (FPS DROPS)

Hello!

I built my computer a year ago.. from day two, I got terrible FPS drops, and lack of FPS in games like CS:GO. I get like 150 fps on 1280x1024 resolution. I have tried almost everything right now it feels. And I have come to the conclusion that this is not software related. It's something to do with hardware. I have made like 20 topics on reddit, tomshardware and techradar.. To figure out what's wrong.. I didn't have any luck.. so i just went with it. But, today after a year of playing and using my computer with FPS drops in general. I thought it's time for a second chance. Maybe any of you bright minds could help me.

Bare in mind, I do not know alot about computers. But, I'm not a total noob aswell.

So.. I have tried like 100 different things.. took alot of CPU burning tests, and GPU tests aswell. All the numbers seem to be really good. So I do not really know what's up.

All power options set to 100% and stuff. Done 2 formats, and also just installed WIN 10 a week ago. I was also willing to pay to the solver a year ago.. but still no one managed to find out what's wrong. I was thiking about taking my computer somewhere to get it fixed, but I'm afraid they don't also know what's up.. since so many computer enhusiasts have tried to help me without any luck.

I found out two things so far with the course of the running year: It's not my GPU.. I borrowed my friends GTX 980 Ti and I still had low FPS.. and I still got FPS drops.. I borrowed my friends RAM sticks.. Which still gave me FPS drops.

Is it possible that my HDD is malfunctioning since.. everytime i run my pc.. It says.. that It's trying to repair my disk errors. And when It goes to 100% it just does it again. So i have to press F11 choose SSD.. and Then I can run my pc. When I switch user to another windows, which is on HDD it does work, all the files are accessable and I'm storing some games on that HDD which i play. So somethings wrong with it but it is working.

Also the FPS drops do not depend how "demanding the game is" for example: Even when I watch popcorn time it sometimes give me an FPS drop.. I get same amount of drops on GTA V ulta.. and on CS:GO 1280x1024 resolution. If theres alot of tabs running in chrome I tend to get more drops, but I tried changing the RAM sticks and I still got them so they can't be the reason.

Really hoping someone takes few minutes of their day to read through this, and hopefully help me.

Yes.. I know, but I used my friends GTX 980 Ti and the FPS was still low even on CS:GO
