Latency issues in the country

So I live 13 miles out of town, and my ISP is century link because it's the only viable provider for gaming. That being said I have 110-150ms ping during 4:45 to 6:45am when I awake. But from 6:45 to 11:00pm I have an average of 500 to 1000ms, and that's being my phone or my console (Xbox one) being the only connected to the router. So is it my neighbors clogging the line with activity and those of the town or another problem?

Yes, that is the result of others using the local service during peak times. Really not much you can do, personally, to overcome that. You can complain to your ISP, but unless they upgrade the backbone (cabling in your area), you are kind of stuck.
