How to bring back PC to factory from prompt of commands?

I can't access Windows after trying to change the partition size in order to install Win 10.

Windows starts but then I'm stuck at a black screen with only the cursor on it.

I already tried all the recovery tools but I have no backup and nothing works among the F8 menu options.
I can access the prompt of commands from the recovery menu but I can't find any command to simply bring back my PC to factory.

All the commands I tries just launch one of the recovery options which I can run from the recovery menu too and none of them is working.

A few more info: I can't use any of the safe mode options, task manager is not popping up and pressing shift 5 times is not working too.

How I just reset everything??

Or, how exactly can I reinstall the whole OS using data from another PC? In case, am I forced to reinstall the same OS version I had prior to this issue?

It may help if you list your computer brand and model. Did you already check how to start the factory restore on it? If it's not working at all, you need to get a Windows setup disk and use that to re-install Windows clean. You can also try using the testdisk utility to try to recover your partition.

You'll have to reformat/reinstall the OS but that's going to cause a massive loss of data.

You can pick up a disk imager like Drive Cloner Rx to clone a machine to clone the affected machine. There's a few issues with this though. One is the cost, you have to pick up the disk imager and the storage media which is going to be $100+ plus if the hardware configuration isn't exactly the same, it's not even going to work. So I wouldn't even consider it; too many factors to consider.

Reformatting/Reinstalling is your best option; and obviously it should go without saying but back up your data. You can go the disk imager route, or a snapshot tool like RollBack Rx (which has a free version).

Need your help, don't understand the replies I received.......from another post from sc4880@aol.com....Mike & Elbert thanks for your replays. I am pressing F8 during the BIOS display.
I do get the screen that had the comment on it that says "Repair My Computer".
When I press enter on this as instructed I do not get the screen that I am suppose to get. I am suppose to get the screen that states "Restore To Factory Settings" and I don't.. If I get the recovery media will that allow me to get the screen with "Restore To Factory Settings". I want to be able to erase everything else off the Dell Desktop computer, but leave the OS.Thanks Stephen......
