not to my knowledge. Its the same price because the specs are virtually identical, the two fan models are actually adding extra length to fit the 2nd fan on. The actual PCB of the card is significantly shorter, which is why the single fan ITX model has the same specs.

Right, but an extra fan and longer PC board costs resources to manufacture right?

The short card may have less materials and less parts (e.g. the fan), but since less of them are sold, the cost to design and layout the board and any other unique parts is spread out over a lower number of units. I'm surprised the mini ITX version isn't even more expensive.
