Stock CPU Cooler is Kinda Loud

My i5-6600 stock cooler is kinda loud. It's not annoyingly so, but I was just wondering if this is normal for a stock cooler.

P.S. I got this in January and it has been like this since I bought it.

PSUs can certainly be loud turn off the computer and spin the fan see if it's hitting the power wire or part of fan surround cage. You could do he paper clip test and see if it's your psu as well

If you mean under load while gaming it's completely normal, if you mean at all times you have an issue. Are you 100% sure it's the cpu fan not the gpu? My gpu all loaded up is actually louder than my cpu fan. But I wear headphones so no biggie

I'm fairly certain it's my CPU. My GPU doesn't even have a fan, and yes it's at all times. It could possibly be something else, but I know for certain it's not any other fans in the case. The only other thing I can think of is the PSU, but I've never heard of those making noise. Should I try and see if it's in the right position, or just find a better one?
