Best Low Profile GPU for 180W PSU for Emulation

I'm using a Dell Optiplex 5040 Small Form Factor for an emulation box.

-i5-6500, 128 GB SSD, 8 GB RAM, Slim optical drive (which I could unplug if it will help).

-I want to be able to run PCSX2 and Dolphin (Gamecube) with some AA/upscaling.

I'm stuck with a 180w proprietary 80 PLUS Bronze PSU and I need help finding the best low profile GPU that will still run on this PSU. The best I could try would be a GTX 750ti but I think that would be pushing it. The other options would be

-HD 7730 or HD 7750
-R7 250
-GT 740

Question 1: I'm thinking the R7 250 is the best with 7750 second but would draw too much power. I think the GT 740 would run on this PSU and be better than the 7730?

Question 2: Would GT 740 2 GB GDDR5 be better than the GT 740 4 GB GDDR3?

Considering you're running an intel chip which generally use less than amd you probably can, the question is does your psu have a 6pin or 8pin pcie power connector? If so then they designed it to accommodate a graphics card, if not even if you get one that doesn't require a power connector it might not work but it also might so long as you're using minimal power, no extra usb stuff charging devices like phones, you might get optimal performance from the card. I've used a 750ti in an older model than that and it worked fine but the psu was rated to 240w.

The ddr5 740 is better yes but idk how well dolphin will run with your cpu. Games like zelda and mario might be ok but resident evil for example is a huge burden and will run horrible even at low resolution with that card (I had a gt 640 for a while and used dolphin with it). It took a 770 to see real improvement in dolphin (higher resolutions) and a 1070 to run resident evil zero.

I did some more research and the GTX 750 ti actually uses less power than the 740.

The best safe card I can use is an SFF 7750, but they are pretty expensive for the performance (~$130).

I can get a much better MSI SFF GTX 750 ti for less, but at max load I would be right around 180W according to PC parts picker.

So my question is: How much does Dell underrate their PSU's, in general? I've heard that they do this, but I have no idea by how much.
