I have a ram problem that i cannot solve

I have an ASUS z170-a mobo
intel 6600k
hyperx ddr4 2400mhz 1.2v lc15

My system crashed and after troubleshooting it was either the mobo or the ram so i sent them both and they returned the money for the mobo ( it was a progaming and i changed it to an A) and gave me a no stick of ram. I assembled everything and it doesnt POST. The first time it boots the ram led is on then flashesh and everything seems ok except the second time it gives 6 beeps and it still doesnt post. 6 beeps mean no keyboard or mouse but the case is that there is no power to the I\O shild.

Is it possible for the cpu to have faild and the mobo's cpu led doesnt stay on as if everything is ok.
Is it possible that the PSU somehow doesnt supply enough power for everithing to function
Is it possible that they have sent me an allready dead ram?

I have already done all of it the proccesor is correctly placed the ram is compatible with the mobo and the 24 and 8 pins are connected correctly. My question is if it is possible for the cpu to be bad and not trigger the cpu led or i am extreamly unlucky and have resived a dead ram?
