Whats holding my PC back?

Okay so I run games ultra like:
Witcher 3 - 60fps
Battlefield 4 - 60 - 80 fps
Battlefield 1 - 40 - 70 fps

I hear people getting like 130+ fps with the same hardware so can anyone tell me what is holding my pc back from achieving that fps? Here are my specs

AMD fx 8320e OC to 4.2 ghz
MSI 970 MB
MSI R9 390 8gb vram
Corsair Vengence 16gb ram
Cooler Master 212 Evo
1tb Seagate HDD
700w Evga psu

any advice on whats holding my
pc back would be great thanks!

It's your cpu. I have the same gpu and I had a 8350 and now a i7 3820 in my system. Some games like armored warfare and world of tanks it made around a 50-60 fps increase.
My pc with amd vs intel i7 3820 (don't pay attention to the ram and yeah I did overclock the i7 more then the 8350)
