Hi I am having problem with my ups can't read 230 volt output it just about 170v while on battery

What make and model UPS?
Do you have the User Guide/Manual? Double check the battery installation procedure and then the troubleshooting section.
Did you allow enough time for the new battery to charge?
What load is being placed on the UPS - what devices are on the battery when power goes off (computer, monitor, etc..)
