PC slow down i7 4th gen, 8GB ram, even after windows clean install

i am using custom build PC since 8 month and all new parts used no single part is second hand or used,
well, i am not faced any issue since last month, everthing work fine, i m learning Autodesk Maya 3D software on this system and performance is enough for my work,
.
last month i dont know what happen suddenly system going slow down day by day... even last known startup take 50 minit to start up, after starting windows if i double click on my computer it was open after 10-15 minit, so , after this, i've format my PC and reinstall windows.. 2-3 day work fine after that... as it is :(

after this i've tried many things, like... installed win 7-8-10 (64bit) one by one, clear temp, cache, prefetech everything,
cleaned CPU cabinet, no dust on FAN or anywhere, even changed new RAM, 3 HDD changes,... duriang all this period i've just installed Firefox & PC driver.. nothing else.after fresh installing of windows pendrive copy speed is normal for 2 days.. every 3rd 4th day Pendrive speed 2-10 kbps and all basic program like paint, notpad, wordpad too much slow. now i am confuse what to do?


my PC configuration is :

Interl Core i7- 4790 - 3.60 Ghz
4Gb DDR3 x 2 Nos. RAM
Intel inbuilt Graphics
Gigabytes h81m-s Motherboard

try this new 3 diff. drives i used one by one to solve issue (fully new condition)
1. 2TB Western Digi. HDD -5400 RPM
2. 1 TB Western Digi. HDD-5400 RPM
3. 500GB Wes. Digi. HDD-5400 RPM

also try with 2 Antivirus full scan (also Boot time scan)
1. Quick heal paid.
2. Avast free.

changed all SATA cables with new cables.

500w VIP Gold SMPS

keyboard + mouse (wirelesss Logitech)
keyboard + mouse (USB Logitech)

freinds, i dont want any high performance above my specs hehehe, but atlist i expect i7's normal performance.

Is there a way to try your rig with a new motherboard? You have tested everything else, it might be the drive/sata controller. I doubt its the cpu, but you can test it. If you run an AIDA64 stability test it will put the CPU to a 100% usage and it makes any calculation error come out. An other great way to test CPU is to make it compress a big file. Do it a few times, and if all the files come out of the compression in one piece it works perfectly.
