CPU FAN port not working; GPU prevent boot and causes OS crash

Hi,

I have some weird and terrible issues with my computer.

Since 1 or 2 days, if i play a game (i tried Team Fortress 2, Dark Souls 3, The Witcher 2), the whole system/os freezes and the monitor just shows some stripes (usually grey). Btw the computer won't boot/reboot unless i press the "reset" button. Sounds like a dead gpu, yeah. I removed the gpu, now the pc boots fine tho i had a windows 10 freeze during the loading screen before logging.

For some reasons, i think that it's not a faulty gpu, or maybe something else killed the gpu: my cpu fan isn't spinning at all when plugged to "cpu fan 1" on the mobo. So i've been plugging it to "sysfan" for some months now but it's not spinning really fast (i can even hear the "slow" noise at night). That's a thermalright fan, but the original intel fan with its heatsink IS ACTUALLY WORKING when plugged to that same "cpu fan 1" port.

Couldthat be a PSU issue then? Or a faulty mobo? I don't have [decent] spare hardware parts to test it and i'm too selfish to pay 60€ for the repairman to check what's wrong. Can somebody tell me his opnion about this please? I definitely want to buy a new psu and a gtx1060 now but i don't know what to think, if i'm right or wrong.

I also had weird issues over the past year in that rig: a new mouse wasn't working properly after some days (RMA'd it, the new one had different issues apparently fixed by the big Win 10 anniversary update). There's also an old ODD that was causing troubles (had to unplug it, can't use discs since) but i believe that's because it's 6 years old. I also have regular network troubles but i hope that's my ISP's fault.

the rig is:
motherboard: z87-g45
Cpu: i5-4670k
8g Ram (kingston)
R9 280x OC 3gb (sapphire)
Windows 10 x64
PSU: antec hcg 520w... from 2011

All these issues point out at only one thing, the motherboard. If the CPU fan works fine with SYS FAN header that means it works properly and maybe the CPU_FAN header isn't able to provide the voltage required by the aftermarket fan. The freeze might be cause by overheating of the CPU.
It can be a faulty PSU but that wouldn't cause the CPU fan not to spin at all. But firstly, run a RAM test using memtest86+ and let it run at least 2 tests.
Can you test the GPU in another PC ? If yes, then play a graphics demanding game for at least 2 hours and monitor it's temp.
Did you do a fresh install of windows recently?

So, get the results from RAM test and GPU test and if that comes out clear we can eliminate those two components. This way we can narrow it down to the exact component.

Thanks for your help.
Unfortunately i can't try my gpu elsewhere. But i'm suspecting it or the psu because i had a very similar issue with the same psu and another Sapphire gpu before, in another rig: it was a 5850 preventing the pc to boot. So my theory is: that problem is particularly possible on Sapphire GPUs, OR, that psu killed two gpu or maybe those two gpu were and are still working fine actually.

Or maybe that's really the mobo and i'm really out of luck.

My Windows is old and new at the same time: i first installed Win 7 (during march-january 2014 i think) and [strike]Microsoft shoved the Win 10 update down my throat[/strike] i recently upgraded it to Win 10.

but that wouldn't cause the CPU fan not to spin at all.

Yeah but the default intel fan does spin when plugged to that header, that's really weird. The thermalright fan isn't spinning that great on sys fan btw. Maybe it's dead and has nothing to do with the psu/mobo (fortunately the heatsink does a nice job at eating the heat by itself).

Hum well... i've been running some tests with Memtest not so long ago (because of the cpu fan i already had before), there was apparently nothing wrong pointed out. But maybe i should do some more and different tests.
