I am planning to buy HP Detachable Laptop which has 4 GB Ram and Intel® Atom® x5-Z8300 with Intel HD Graphics (1.44 GHz, up to 1.84 GHz using Intel Burst Technology, 2 MB cache, 4 cores).
I want to run a Web Server on it which can
1. Handle 30-40 users simultaneously
2. There is no need to run the Web Server 24x7
3. Need to run it as a Test-Center where 30-40 people can take an objective/subjective test

Will this be possible on this machine?

Solution
Ah. You might stress out the Atom, but more crucially 4GB of RAM is not going to be enough for 40 users unless you are just serving up basic web pages. If it's simple HTML you could probably get away with it, but its probably cheaper and faster to get something like this with 8GB of RAM and a SSD. Plus Ethernet instead of wireless I think.

I am planning to buy...

If you haven't bought it yet, why are you planning on getting such a low power system, with features you do not need, for a web server?

A regular desktop, with a better CPU and 8GB RAM, would almost certainly be cheaper, and perform better, than a Atom based tablet/laptop thing.

The reason is I need something which is portable and do not want to be dependent on Internet. A lot of times we have our centers at locations where the cost of internet is exorbitantly high and speed is really slow.

Hence, the idea is to buy a machine(windows tablet/detachable laptop) which has a screen, can run WordPress as localhost, handle a maximum of 25 users simultaneously and does not cost more than $500.

If there is any other alternative that you can suggest, I will be really grateful.

An Atom based system is not the answer.

Your initial question mentioned nothing about the necessity for portability, and nothing about WordPress as the host platform.
Hence all the questions, and initial suggestions about a simple desktop machine.

Up your budget, and a good i5 or i7 based laptop, with 8GB RAM or more, will do this.

Can you do this on an Atom based system? Yes.
Will performance be seriously lacking? Yes.

Also. (more questions)...is this a once and done? 2 days and you're out?
Or will you be running this a lot?

Requirements definition... ;)
