Hi I have xfinity, and the modem/router is Cisco, can I safely connect a netgear router to it and a switch to that and add linux servers, the linux servers won't be using more than 1M, mostly for home networking the only time they'll access the internet is when doing a yum install.

I have a suspicion that the major ISP's are restricting the number of concurrent devices that can be connected to their modem/router combo, even though, if I connect my own router behind their modem/router combo it should appear as virtually "one" device.

That would be a very odd thing for them to do, reminds me a bit of the "Microsoft is breaking Windows 7 deliberately" posts when people were having update issues, or recently someone said that...

Yes you can connect a router to the ISP gateway but keep in mind that you can't use NAT on it or it will cause connection issues, so it will be acting as a switch anyway.

Did you actually try to add devices to your network with a switch and it did not work? What exactly is the issue?
