I have Just reinstalled Windows 64 bit and i am still using 75% or more of my ram just idling all i have installed is my Steam and Advanced systemcare 9 have looked and nothing is using any kind of excessive memory, if i clean ram it goes down slightly but will usually go back up does anyone have any ideals? if i try to play a game it goes past the 4 GB that i have and my computer turns itself off this also happens if i watch a video as well.
Ram running at 75% or more idling even after i reinstall windows.

Microsoft have released a plethora of Windows OSes in the past two decades alone. Which Windows are you on? If you're on Windows 10, have you made sure to recreate your bootable USB installer to rule out a corrupt installer? On another note, have you made sure your BIOS is up to date?
It'd help the community two fold if we knew of your full system's specs.
