Upgrade to Skylake from Haswell worth it?

Hello!

ATM I have i5-4460 and Z87 Mobo. Is it worth it to upgrade to Skylake? If yes is it a good option to change i5-4460 to i3-6100? Or should I buy I5-6400(+)?

I don't think it's worth it unless there are features on lga1151 you need. Especially considering the cpu you've got, the 4460 is a fairly low end i5. An upgrade would be moving to either an unlocked i5 and overclocking or to an i7 more than it would moving from one budget i5 to the next. That will be more of a sidegrade along with the expense of a new cpu, new motherboard, new ram and a reinstall of windows. Considerable cost with little gain.

It would cost less to upgrade to a 4790k and the improvements would be greater. Not just for the overclocking, the 4790k is physically faster out of the box so still seems to be a good choice.
depends what you want from skylake i upgraded for the extra motherboard features

but going from overclocked 2600k to overclocked 6600k i cant actually notice any difference in cpu power

so just for cpu in my opinion no its not worth it if you could just upgrade your current cpu

I have a couple of Haswell and Skylake computers with i5 and i7 CPUs. For most work, I honestly can't tell any difference. For video rendering, Skylake has a slight advantage and it also has a little better video (assuming you use the on-board CPU graphics instead of a discrete video card).
I'd suggest holding off and see how much improvement the new Kaby Lake CPU will offer (coming in early 2017 for the desktop).

I guess its the same case as Haswell and Haswell Refresh, isnt it? What do you think about upgrade to Skylake? Is it worth it?

If you want just better CPU there is better solution to this. Sell your i5 4460 and get i7 4770k or 4790k. Any of those 2 will get better results than i5 6400 and you wont need to change motherboard or do windows reinstall, just don't forget to update BIOS for 4790k support.
