My internet says i am from different country

So my internet says i am from Switzerland but i am from Serbia and when i try to play some of the videos on youtube it says i cant play it in my country also when i play l4d2 online it says that i connected from Switzerland.When i use my phone and connect to my wifi it wont play the video but when i connect to my neighbors wifi it works so what can be the problem here i tried restarting the router and it didnt help??

Either your ISP hitchhiking some Switzerland's ISP, or someone installed some proxy bypassing on your PC.
Either way, find a small plugin called Zenmate. You'll figure it out once you have it. It works on Chrome and Firefox.

also one more question when i turn it off it wont play the video so what can it be if u know ?

I honestly can't tell what's happening to your system.

Like I said above, there are two possibilities. The problem is either your system or your ISP.

If its your system, it can be anything from malware to some software installed without you notice or permission. Could be by another person that uses your PC, or it could run in disguise as malware.
You can make sure of this by using small software like Malwarebytes and CCleaner. Like Zenmate, you'll figure it out once you have it.

If it's your ISP, it could still be localized to your modem settings. Now, this is beyond me still. Since every user settings is unique and only ISP can tell you.
