trying to set up a domain

I am trying to run windows server 2008 r2 and create a domain at my house to connect all the laptops to. I want to do this so I can give my kids access to the network and movies on the server but by having a user account for each kid be able to restrict access to certain websites and limit access on certain movies on the server based on ratings. I cant get the laptaops to cantact the domain in this process I have upgraded all the OS for the laptops to pro and enterprise so they can connect to a domain but they are not contacting it at this moment any ideas?
 
Solution
This is easily solved with a whole house firewall box.
Running a dedicated linux variant. pfSense, untangle, etc.
House server running Win 7/8.1/10 Pro at the most.

Managing a Windows domain for the house is far too much work and money.

$100 for some low end PC off craigslist, free pfsense OS, some time discovering how it works....
Pro and Enterprise, Server 2008 on multiple systems? $1,000 down the tubes.

I got many versions of microsoft OS's free when I was going to school for computer science. But I try to create a domain and connect the laptops to them and they wont connect
